Recently, the Union Minister for State Education, Dr Sukanta Majumdar, spoke at Karnataka State Open University’s convocation. In his speech, he addressed that distance learning already makes up more than 10% of India’s higher education enrollments. His statement sends out a strong message that the role of a distance learning university in India is becoming an essential component if we’re serious about NEP 2020’s big dream of 50% Gross Enrollment Ratio by 2035.

GER jumped from 23.7% in 2014-15 to 28.4% by 2021-22, and with recent pushes, it’s holding steady around there heading into 2025. However, to match the ambitious target of NEP 2020, the legitimacy of the offline degree alone may not be enough, and this is where a distance learning university in India is stepping in.

The Rise of Distance Learning University in India

In 2025, UGC greenlit 101 universities for open and distance learning programs, plus 113 for online courses, marking a huge expansion to meet rising demand. Additionally, the online education market is exploding from ₹3 lakh crore in 2023 toward ₹8.5 lakh crore by 2028. The expansion of the online education market is pulling in those individuals who would have skipped higher education otherwise.

In the recent speech of Dr Sukanta Majumdar, he has marked distance learning to be a vital element, which marks the importance of a distance learning university in India to meet the ambitious target of NEP.
